Should be packaged in own .wsp in some situations.

1. Mark as safe
2. Use relative path
3. Add to References to use in current project, if needed, to write code against. Don’t need if only purpose of project is to deliver .dll’
4. For packages that deploy a single .dll, make sure to select True in Include Assembly in Package in Visual Studio.
